Prologue

We are at a critical juncture in history – freedom, peace and democracy are in great peril under the aggressive onslaught of the imperialists led by the USA. With the restoration of capitalism in the erstwhile USSR and the East European countries in the recent past and the resultant weakening of the non-aligned movement, imperialism has gone on a rampage, nakedly trampling the sovereignty of nations and brutally launching all out military, economic, political and cultural onslaught against nations. Virtually reducing UNO to a mere rubber-stamping authority sanctifying their crime, the imperialists, led by the USA and its allies have invaded Afghanistan and Iraq, slaughtering millions of their citizens and bringing untold suffering on the people. In the name of restoring democracy, they have foisted puppet regimes in these countries to act according to their bidding, and their armies of occupation are daily launching attacks on the innocent people and are looting the resources of the countries. The USA is threatening with dire consequences countries like Cuba, North Korea and Iran who dare to oppose US hegemonism. Along with this military onslaught the imperialist powers are using the slogans and measures of globalization and liberalization to strengthen their stranglehold on the economy of countries and ensure unfettered loot and plunder of their resources. Globalization and liberalization are leading to ruthless exploitation and oppression of the toiling masses, are robbing millions of their livelihood and is pauperizing the whole populace.

But in spite of all their efforts the capitalist-imperialist world is unable to come out of the deep economic crisis into which it is plunged. Their endeavour to build up WTO as a crisis, management measure to somehow patch up a regulated trade system has miserably failed because of the inherent contradiction to reap benefit for the imperialists and their multinationals within the capitalist system. The conflict between the imperialist powers over market domination is sharpening, thereby increasing the threat to world peace.

But there is also a ray of hope in this deepening crisis. As imperialist aggression is mounting, so also throughout the world resistance to imperialism is also gaining ground. In all countries, including the citadels of imperialism, USA, UK, France, Germany, Italy etc., vast masses of people are coming out on the streets protesting against the heinous designs of the imperialist countries. The countries are rocked by huge peoples’ demonstrations, the likes of which were never before seen in the developed countries.

India has a glorious tradition of anti-imperialist struggle. But the successive Indian Governments led by the BJP and the Congress with its so-called leftist allies, the CPI, CPI(M) etc., have forsaken the path of anti-imperialism and are consistently following the policy of coming closer to the imperialists, particularly the USA, and to build alliances with them. The so-called left parties, the CPI(M) and its alliance partners, under the camouflage of anti-imperialist, anti-globalization slogans are following the same policies in the states ruled by them. They are wooing the foreign investors and are giving concessions to national and multinational capitalist groups. Day by day their pro-capitalist and anti-working class attitude is becoming more and more evident coming down heavily on people.

The need of the hour is to build up militant mass movements to fight the forces of imperialism and globalization and to foil the evil designs of the Indian capitalist class and resist their ruthless onslaught on the toiling masses. The All India Anti-imperialist Forum was formed as broad platform of all like-minded people to organize struggles against imperialism and to build up militant peace movements on the Indian soil, as well as had to be to work for co-ordinating the anti-imperialist movements growing in different countries. This is the fourth Convention organized by the Forum as a part of this effort. The Convention was called at a short notice, because of which fraternal delegates from only a few countries could attend : from Russia, USA, Turkey, Nepal and Bangladesh. About 1250 delegates came from different states of India representing people from different sections of people and society. We sincerely acknowledge their cooperation and participation.

We appeal to all the anti-imperialist, peace loving people to strengthen the Forum’s effort to organize people from all walks of life against imperialist manoeuvres and machinations and to achieve unity and co-ordination with similar forces in all countries to give shape to a coordinated global anti-imperialist struggle.

Anti-imperialist Convention, 2005

The All India Anti-imperialist Forum organized an All India Anti-imperialist Convention at the Mahajati Sadan at Calcutta on November 24 on the theme, "Growing Antagonism Within The Imperialist Camp : The Task Of The Working Class In The Present Scenario." 1250 delegates from different States of India attended the Convention. Fraternal delegates, namely, Comrade Nina Andreeva (All Union Communist Party of Bolsheviks, Russian Federation), Comrade Heather Cottin (International Action Centre, USA), Comrade Nisha (Marxist-Leninist Communist Party, Turkey – MLCP), Comrade Khalekuzzaman (Socialist Party of Bangladesh), Comrade Sunil Manandhar (Nepal Progressive Trade Union Federation) were also present.

Dr. Sushil Kumar Mukherjee, the General Secretary of the All India Anti-imperialist Forum, a renowned scientist and former Vice-Chancellor of the Universities of Calcutta and Kalyani presided over the proceedings. On behalf of all the delegates and participants in this Convention, Dr. Mukherjee placed a floral wreath at the Martyrs’ Column erected on the dais to pay tribute to the valiant fighters who laid down their lives in struggles against imperialism around the world.

A message from Justice V.R. Krishna Iyer, the President of AIAIF, an eminent jurist and consistent fighter against all sorts of social and political injustice, who could not be present because of ill health, was read out.

Nine Resolutions were moved on behalf of the Forum: on US aggression in Iraq, on imperialist maneuvers in West Asia and Palestine, on US aggression on Cuba and Latin America, on imperialist designs in Africa, on attack on democracy in Nepal, on pro-imperialist stance of the Indian Government and of the Indian pseudo-Marxist Parties, and on the need for a global co-ordination of anti-imperialist struggles and were later adopted unanimously by the delegates.

Comrade Manik Mukherjee, Vice-President, AIAIF, placed the Approach Paper on the issues to be deliberated upon.

After the speeches of the delegates from abroad, other dignitaries and delegates from different States of India participated in the discussions which lasted throughout the day. A video of an interview with Ramsey Clark, former Attorney General, USA, and an ardent anti-imperialist fighter and an outspoken critic of US imperialist policies was screened.

The meeting concluded with unanimous adoption of the Document and the Resolutions.

I am happy to know about the one-day International Convention being proposed in Kolkata by All India Anti-imperialist Forum on 24th November 2005. I wholeheartedly agree with the proposal and consent to be the President of the Organization holding the Convention. I should have been an active participant with ideological conviction had health permitted me. What a pity that almost every part of my anatomy is resisting my mobility. Sans good eyesight, intestinal functionalism, other age-related infirmities and other handicaps I find it virtually impossible to come to Kolkata or any other long-distance places. Indeed on strong medical advice I had to cancel an Anniversary Lecture of late Justice Basu who died last year and was an authority on the Constitution of India.

Surely, the world is changing. The globomanic imperialism of the United States keeps humanity in a sort of slavery syndrome. This colonial pathology cannot last long; but a colossal movement against the carnage-lust and world-resource robbery of the US must be triggered by a universal popular awakening. I hope this Kolkata Convention will catalyse the battle against the horrendous Super-State terrorism. We have no alternative but to struggle and so we must. We will win since mankind can never lose.

Inaugural Address

Delegate Friends,

We are meeting here today in a fourth Convention after ten years from the first time we set up the Anti-imperialist Forum in 1995 in this city. During these ten years the world has seen the rampant and inhuman demolition of civil and moral rights. They are reprehensible, whichever way we look at them.

Having said this I seek your permission to read from the written text, as I happen to suffer from loss of memory as I have grown in age.

I recall the first International Anti-imperialist Convention, also held in Calcutta, in which I took an active part. In course of these ten years, the branches of the Forum established throughout India met on several occasions to devise measures to prevent the growth of the imperialists’ fangs. In this Convention we will be able to find out how far we have succeeded.

It has been my good fortune to have discussion on the Forum’s ongoing responsibilities with our venerable Vice-President, Mr. Manik Mukherjee who travelled to distant lands to acquire first-hand what the various Anti-imperialist Forums are doing and the difficulties they are facing to fight imperialist forces with the help of the comparably young but no less vigorous colleagues Prof. Dhrubajyoti Mukhopadhyay, Prof. Tarun Kanti Naskar and Mr. Dipankar Roy.

I am confident that we are proceeding in the right direction. Our branches in all the states of India are actively pursuing the policies laid down at the first Convention. I am sure that these reports will be placed at this, the fourth meeting, in order to enlighten ourselves about our successes and failures, and where to take corrective measures.

Broadly speaking, we find that imperialism has spread out vehemently throughout the world using newer, more destructive weapons. More money is also flowing into the hands of imperialists, and thereby making it more attractive to their followers.

We must, therefore, meet the newer forms of imperialism squarely and firmly. The Forum’s responsibilities are, therefore, manifold. The imperialists have money and therefore making it attractive. The Forum has got men of dominant will and constructive outlook.

Let us not deviate from our path of moral resistance.

New Communist Party of Britain

The New Communist Party of Britain and its weekly journal, the New Worker, sends warm greetings to all the participants in the Convention of the All India Anti-imperialist Forum on the 24th November, 2005.

The primary contradiction in the world today is between United States imperialism and the peoples of the world. US imperialism, backed by British imperialism has invaded Afghanistan and Iraq and they are now threatening Cuba, Venezuela, Iran, Syria and Democratic Korea. American imperialism, headed by George W. Bush and an administration drawn from the most reactionary and aggressive elements of the US ruling class, is seeking world domination, which it calls "globalization" or the "new world order". It seeks to consolidate US power across the globe and extract the maximum advantage from US imperialism’s present military strength and dominant position over the entire non-socialist world.

But wherever there is oppression, there is always resistance and ultimately it is the masses who will decide the future and not the tiny corrupt imperialist elites and their hirelings. We see this in Iraq, Afghanistan and Palestine. We see it in the streets of the cities of Europe and North America and in the hearts of the struggling peoples of Africa, Asia and Latin America. The 21st century belongs to us. We must speed the day.

We are confident that your Convention will help strengthen the determination of the Indian peoples in their campaigns against imperialism and reaction.

Dear comrades and friends,

I have the honour to submit my sincerest solidarity greetings to your Convention. I wish you a very successful meeting which covers one of the most important and complex questions of the current world situation and the struggle of the progressive forces.

After the great counterrevolution which destroyed the most progressive society in the history of mankind, the Soviet Union and the socialist camp, we are facing the "blackest reaction" (as Stalin once has foretold for the case of destruction of the Soviet Union). Everywhere in the world the working class is suppressed, shamelessly exploited, its organizations smashed, outlawed, deprived of their leaders by prosecution or especially in the imperialist countries, by bribery. ‘The world is dominated by imperialism; by its bloodthirsty crusades’ ‘for the cause of humanity’, ‘for stability’, ‘against terrorism’ etc. which it imposes on the peoples by its predatory wars which it is waging to secure the riches of the world for a handful of exploiting countries by dumping labour wages below the level of minimum existence.

But imperialism is not only waging war against the working class and against the peoples. It is at the same time waging a fierce internal war for the biggest share of the loot. Not because of malice, not because of greed, but because of the forces inherent in the system of capitalism/imperialism — the force to maximize profits, the force to outdo the competitor under the threat of otherwise being annihilated by him. And, as these forces always cause inequalities within the imperialist system, these inequalities have to be "solved" and cannot be "solved", as Lenin has proven in his immortal teaches on imperialism, other than by violence.

Everybody knows that the US is depending on a daily influx of half a billion US-Dollars a day which is only possible because the dollar is still the world’s leading currency, because the US is still trusted to successfully maintain, at gunpoint‚ their grip on the riches of the dependent and exploited countries. However, we know that this position of world domination is highly challenged primarily economically, especially, in such high tech branches such as the computer and telecommunications industry (Japan), the automotive industry (Japan and Germany) and aviation (Germany).

In addition, these two competitor countries are also engaged in a military competition with the US. Though both are excluded from owning nuclear weapons, yet they have the potentials — technically, economically and politically‚ to turn into strong nuclear powers‚ literally overnight. Though only spending a miniscule part of what the US is spending on military equipment‚ we know that both countries dispose of the most state-of-the-art arms (Germany belonging to the top five exporting countries of weaponry).

These two countries are also claiming their fair-share of political power and influence on a world scale as we could observe during the "reform" negotiations regarding the UN/Security Council membership. They both are striving for unchallenged leadership within their regional camps (Asia-Pacific and EU).

Additionally, new world powers‚ such as China, Russia and India‚ are emerging which also claim their economic and political share, backed by own military forces.

What are the tasks of the working class movement in this scenario? After more than a decade of fierce internal fights, failed projects and further splits within the movement, the most progressive forces in Germany came to the following conclusions:

1. We have to restore the working class movement on the basis of its immortal teachings and achievements. That implies a lot of educational work and a lot of patience to collect people, especially from the young generation.

2. We have to adequately define the current stage of our struggle within our country and on a world scale (proletarian internationalism), i.e. :

l. fight our own bourgeoisie in constantly revealing the connection between its social austerity policy and its world power ambitions, concretely, its war preparations;

support every progressive force which is able and willing to take up the fight against our own bourgeoisie and all countries which suffer most from German imperialism (especially Eastern Europe);

support every progressive international force which is able and willing to fight imperialism as a system in the broadest possible alliance.

4. Within our working class we have to fight all kinds of chauvinism and racism, we have to struggle for class unity against the chauvinist and racist bourgeoisie and all its attempts to stir up the different sections of the working class to engage in a fight against each other, in a fierce competition of selling out their labour force at lowest prices.

In general, the struggle against imperialism requires to take into account always the following contradictions: the contradiction between the imperialist countries and the oppressed peoples, the contradictions between the bourgeoisie and the working class on a world scale and especially within imperialist countries, the contradictions between capitalism and socialism (i.e., socialist countries such as Cuba and North Korea, including at least to a certain extent China, all countries which fight against capitalism/imperialism such as Columbia, Venezuela and‚ to a certain extent, other Latin American countries) and, finally, the contradictions within the imperialist camp.

Basically, we all have to fulfil a multiple task, within our countries and together with all progressive class forces within an international movement. We have to create a broadest alliance of all peace-loving and peace-needing people against all wars, the imperialists are waging and preparing. At the same time we have to be the most progressive force within this movement, standing firmly to our ideological principles. We thereby have to adjust our alliance policy in a very sophisticated way, depending on which war is waged against whom and for which reasons i.e., make the difference between just and unjust wars.

As a conclusion, we need to maintain and apply the most steadfast ideological principles and at the same time fight with the greatest elasticity and sophistication against our enemies. It seems that nowadays’ imperialism can force every country and all peoples in the world under its yoke. It seems that victorious capitalism is the final word in history. However, comrades and friends, we know that this is not the case. We know that mankind will move forward and do away with a rotten, moribund and an achronistic system.

Let’s contribute to this honourable task!

I received your marvellous letter and kind invitation to attend  your Anti-imperialist Convention in Calcutta. I am very proud of you and our comrades for organizing this Convention at such a crucial time in the history of global capitalism when imperialism is like a cornered tiger. It is well for our comrades not to forget that imperialism and notably the land of Bush has been the object of several sustained debacles over the last two years and these reversals are set to continue.  

l. It has been defeated in Iraq and there is no possibility that its natives mercenaries can reverse the situation.

2. It has been defeated in the General Assembly of the United Nations by 184 to 4 over the Cuban embargo.

3. It has failed to push through in Argentina the Free Trade Area of the Americas and the upshot is that Latin America thanks to the unity and leadership of Cuba and Venezuela have smashed its plans.

4. Imperialism has failed to cajole and browbeat the Democratic Republic of Korea and Iran and Syria.

5. The war of resistance has now been taken to Jordan one of the leading US stooges in the Middle-East. 

6. The upsurge of the oppressed masses in France has weakened one of the major links of imperialism and exposed contradictions within the European Union which in fact has ceased to exist.  Indeed the entire European Union is now the victim of economic stagnation.

7. The continued  staggering advance of China whose purchase of American Treasury Bonds the continued economic strides of China  combined with its  alliance with Russia and others have served to counter the  designs of imperialism. The advent of China on the world scene remains one of the major sources in the battle against imperialism.

8. And last, but by no means least, is the continuing and unrelenting crisis of American capitalism of which the Current Account Deficit and its budgetary crisis  are but two salient characteristics. The crumbling of General Motors and its major supplier Delphi reveal the depths of the crisis of American capitalism and the bankruptcy of neo-liberal globalization.

I shall not be with you in the flesh but I shall be with you, as usual, in the spirit.  May all the best attend your great Convention.

New Communist Party of the Netherlands

The New Communist Party of the Netherlands (NCPN) was represented on earlier Conventions of the AIAIF in 1995 and 1997. We also will never forget the huge meeting we attended in Calcutta. However, due to practical barriers we were not able to come in 2003 Convention and we feel very sorry we are not able to attend this time. We do realize the importance of the issue of this meeting in the present international context. We need better practical co-operation and co-ordination, but first of all of course more ideological unity to overcome our strong, but also very divided, enemy: imperialism. To get imperialism down, as I remember well, we were shouting many times, we have to grow stronger. That’s our main duty.

The resistance against imperialism takes place in several manners and from several points of view. The efficiency of the different forms of resistance is open for discussion, as well as the degree and manner of mutual cooperation. From a Marxist-Leninist point of view one can question a range of initiatives. The NCPN regrets the developments, which must lead to a European Left Party. We reject the opportunist foundations. At the same time we consider it incorrect to avoid bilateral contacts with parties, which do take part in this process or has been involved as an observer in the process. The NCPN rejects the movement for the European Left party for principal reasons, but wants to keep open all contacts with parties, which take part or have an observer status. The restoration of the communist movement only has started recently.

The NCPN is going for the advancement of a strong communist movement based on Marxism-Leninism. We strive for smaller, but actual and practical working, concrete international forms of co-operation between communist parties, whereby we moreover are looking for affiliation to the trade union movement in the countries concerned. The NCPN considers the strengthening of the communist influence in the trade unions of decisive importance, but the party does not escape from the participation in the various social forums. The NCPN gives primacy to the advancement of the communist world movement.

The NCPN rejects the attacks by Right-wing parties in the European Parliament on communist parties. Attacks on the Theory of Class struggle and Dictatorship of the Proletariat. However, these attacks offer new chances for the communist movement, to debate with progressives and others parts of the population and to show them the growing ideological entity of the bourgeois with fascist groups.

We wish you strength and wisdom finding all necessary answers to overcome the many daily problems.

On behalf of the International Council and on behalf of the Editorial Board of Northstar Compass, I would like to greet all of you gathered here in such large numbers in order to discuss and trying to resolve the pressing problems facing humanity from the danger of US imperialism and its drive to achieve what Hitler and fascism were not able to do the New World Order.

Your very important topics that you are going to discuss, goes right to the core of the danger and reality. Yes, it’s a fact that there is growing antagonism in the Imperialist Camp and the much needed role of the working class in this scenario. The absolute unity of action by the people of the world in this immense struggle is necessary in order to stem the tide towards fascism.

Your delegate to the Second World Congress last September for Friendship and Solidarity with Soviet People, comrade Manik Mukherjee spoke very truthfully in his very important presentation at the Congress, touching upon many aspects of this problem and presenting logical and necessary solutions. I feel that your conclusions will be very beneficial for all of the progressive movement in the world.

Although I cannot be with you in person, my heart is with you comrades and your decisions will be published in Northstar Compass, which is read in 68 countries of the world, as soon as we shall receive them.

I wish, in the first place, thank you very much for having invited me, (Editions Démocrite) to your Convention of the 24th of November 2005. Unfortunately, despite your warm hospitality and interest of my last visit, I am unable, for a variety of reasons to join your Convention. Consequently I can only wish you every success with your work.

The subject ‘Growing Antagonism within the Imperialist Camp and the The Role of the Working Class in the Present Scenario’ are very timely questions that need to be treated in depth and with accuracy. Certainly the counter-revolutions in the communist camp, instead of producing peace among the imperialists, only brought about strife, wars of aggression, colonialism, plunder, death and misery.

In the present very complex situation, the working class guide to action is as always ‘how can we weaken the class enemy and strengthen the camp of the working class.’ This being said the class enemy can be national or international, and the working class also can be national and international, and sometimes there can arise contradictions that need wise analyses and delicate solutions.

The situation in Iraq as you are aware is dramatic and extremely preoccupying, and so is that of Palestine. We must salute their resistance, their organizations, their militants, the self-sacrifice of and the martyrdom of their populations.

Even though, neither in India nor in France, can we come to grip with the arch enemy, the United States and Israel, we can act by putting pressure on our respective governments and ruling classes, call for the boycott of US and Israel products, we can inform around us. We have to use whatever means are at our disposal to hamper imperialist co-operation, accentuate the antagonisms among them. You have a very dynamic organization, with resolute members and a devoted leadership.

The Workers Communist Party (AKP), Norway, conveys its warmest greetings to the All India Anti-imperialist Convention held in Kolkata November 24, 2005.

We think your special focus on «the Role of the Working Class in the Present Scenario» has special importance than discussing the Anti-imperialist struggle of today. We learn that parts of the antiwar movements are rather volatile, maybe in special in our parts of the world. This also has to do with the fact that there is a majority of petty bourgeoisie people dominating this movement here and that the bourgeoisie are managing to hamper the mobilization of the working class.

But as the rivalry within the Imperialist Camp is sharpening, history teaches us we also have to fight chauvinism in the working class, to prevent that workers are fighting each other instead of their common main enemies. Even the Norwegian bourgeoisie are interested in having «their» big brothers gaining control in countries like Afghanistan and Iraq, in order to benefit from the national resources around. They also are trying to use this to gather public support for taking part in the wars, claiming this is to the benefit of civilization and the toiling masses in our countries.

How to counter these efforts from the bourgeoisie and mobilize the working class against the imperialist wars are the major challenges of communists and other true anti-imperialists.

We are sure the AIAIF-Convention in Kolkata will contribute a great deal on this matter and are looking forward having your report. Again, we are wishing you great successes in your endeavours and are eager to strengthen our co-operation in this worldwide struggle.

We received your letter of invitation about the Convention, which will take place on 24th of November 2005 in Calcutta. Unfortunately our involvement in other urgent tasks will not allow us to be present in this important event.

Through this message we want to salute the All India Anti-imperialist Forum and this Convention to discuss the role of the working class.

We wish all of you success for this event and in our common struggle for a better world.

Dear comrade Manik,

As you could see from the document I had sent you, the enemy is currently intensifying its pressure on me and other comrades.

This causes problems for me travelling. You’ll remember the little huzzle I had entering Canada. Now the Indian government is playing tactics preventing my trip to India. Instead of officially denying me visa they are playing with time. Therefore, I could not get any cheap flight. That’s, unfortunately, the situation at the moment.
